This project is supported by the GEF and
UNDP. It focused on activities that will ensure systematic and
accelerated preparation of the first National Communication
and report to the UNFCCC required under its the article
no. 12.
Climate
change is a global challenge and requires a global
solution. Greenhouse gas emissions have the
same impact on the atmosphere wherever it
originates. Consequently, action by one country to
reduce emissions will do little to slow global warming
unless other countries act as well. Ultimately, an
effective strategy will require commitments and action by all
the major emitting
countries. |
| Developing countries have raised concerns
about the potential impacts of climate change related energy
policies undertaken by developed countries to mitigate
greenhouse gas emissions. As a result, Articles 4.8 and 4.10
of the UNFCCC as well as Articles 2.3 and 3.14 of the Kyoto
Protocol stipulate that Annex I parties agree to meet specific
needs of developing countries arising from the impact of the
implementation of
response measures. |
